Emma Shaw’s relatives said they were “disgusted” with the Crown Prosecution Service’s decision.
The 22-year-old received a fatal electric shock as she mopped up water after her boiler sprang a leak in December 2007.
An inquest jury ruled last December that she had been unlawfully killed.
